Good question.
It's a natural by-product of some vegetarian and partially vegetarian animals - that's right no nasty chemicals.
You've seen flies and other flying beasties around cows every time you pass a cow field. That's because the scent is one of the methods mosquitoes and other biting insects use to locate their prey.
When the octenol tablets are heated by machines using them as a lure the odour is carried in the wind and picked up by mosquitoes who follow the scent back to the trap.
Once the mosquitoes (and other biting insects like gnats) make it to the mosquito machine the octenol has done its job, it is up the machine to capture them and/or kill them.
